This is an interesting theory, but I think the answer is more simple and more horrifying. I think Kushner is simply looking at the electoral college and falling back on the PR strategy that Trump used to fool the media in his real estate years, win the 2016 election, and survive impeachment. It's not paranoia, it's a cold-blooded calculation that enough of the Trump base will be distracted and convinced by the Trump con (despite a world-shattering pandemic) to obtain a narrow electoral win in the 2020 election. It's not paranoia, but instead a political spin of death...a shifting of blame to local officials in a gamble that 'you can fool some of the people all of the time'.

Forgive my snark, but reading about Jared telling governors what they need reminds me exactly how I feel every time some dude with no financial background attempts to mansplain to me ( MBA in Finance) about how the markets work.
